Executive Director:
Mr. Timothy Bassett is Executive Director of the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity.
He previously held the position of Chief Engineer from July 2000 to June 2007.
Mr. Bassett began his career at SUBMEPP in 1979 after he graduated from the University of Massachusetts-Lowell with a Bachelor of Science
degree in Civil Engineering. He worked as a System Engineer for the Trim & Drain Systems as well as Manager of the Technical Repair Standards Program
before he assumed supervisory responsibilities as Branch Head for Fleet Support, Submarine Maintenance Scheduling, URO/MRCs, and later,
the Joint Fleet Maintenance Manual.
Mr. Bassett received his Master's degree in Engineering Management from Western New England College in May of 1995. Subsequently,
he was promoted to Division Head for Maintenance and Availability Planning Programs in 1996. Under his leadership as Division Head,
SUBMEPP expanded its support for unique hulls and platforms, took on management of the Baseline Project Management Plan, and brought on-line
new Engineered Maintenance Plans for the Seawolf and Virginia Classes. Mr. Bassett's foremost achievement as Division Head was the
development of a single Maintenance and Ship Work Planning (M&SWP) System for all submarine classes. The M&SWP System eliminated multiple legacy systems,
launching SUBMEPP further into the e-business environment.
As Executive Director, Mr. Bassett provides management constancy to SUBMEPP's people and customers. An involved leader,
he directs the execution and evaluation of all SUBMEPP programs. He is responsible for enhancing SUBMEPP's engineering expertise and value to the Navy.
Mr. Bassett received the Navy Superior Civilian Service Award in May 2010 and the Department of Defense Value Engineering Award in June 2011.
Chief Engineer:
Mr. D. Scott Williams is Chief Engineer of Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity.
SUBMEPP is a NAVSEA Field Activity located in Kittery, Maine.
Mr. Williams has over 32 years of Federal Civilian Service, employed in various engineering and management positions related to
U.S. Naval nuclear submarine life cycle maintenance, modernization, reliability, safety, and cost control.
After graduating from the University of New Hampshire in 1978 with a Bachelor's of Science degree in Mechanical Engineering,
Mr. Williams has held a wide variety of positions and has steadily progressed up through the SUBMEPP organization.
Assignments include; submarine systems engineer, senior systems engineer, SUBMEPP representative on the staff of the Commander Submarine Force,
U.S. Atlantic Fleet in Norfolk, VA, submarine material condition coordinator at Naval and Puget Sound Naval Shipyards, program manager,
contracting officers technical representative, SUBMEPP representative on the staff of Naval Sea Systems Command in Washington DC,
SUBMEPP Logistics Manager, a Senior Supervisory Engineer, Department Director and currently, SUBMEPP's Chief Engineer.
In his current position, Mr. Williams oversees the work of over 220 engineers and technicians and travels frequently to direct the
engineering, planning, implementation and evaluation of SUBMEPP programs and products relating to maintenance and modernization of
U.S. Naval Submarines at Naval and private shipyards and other U.S. Naval submarine repair facilities located throughout the country.
Mr. Williams has repeatedly been recognized for his significant contributions to the United States Navy Submarine Force including twice
receiving the Navy's Meritorious Civilian Service Award, the Department of Defense Value Engineering Award in June 2011
and the Navy Superior Civilian Award in May 2011.
SUBMEPP's History:
Since our inception in March of 1967, SUBMEPP has developed and managed innovative programs that cope with the complex
business of submarine maintenance. We were conceptualized by Portsmouth Naval Shipyard in 1966 and grew from their design division.
Today, we are an independent field activity of the Naval Sea Systems Command. Our technical authority allows us to serve all Naval shipyards,
submarine Intermediate Maintenance Activities, and the Fleet. We are aligned under NAVSEA's Submarine Directorate and employ over 215 engineers
and technical professionals in support of submarine maintenance worldwide.
The Department of the Navy established SUBMEPP at a time when the cost and length of submarine overhauls were spiraling out of control.
We were then called PERA (SS), Planning and Engineering for Repairs and Alterations of Submarines. Through the 1970s, our business grew to a
pivotal position in submarine maintenance and modernization planning. We had matured from a shipyard business unit to a NAVSEA Detachment by late 1983.
Our responsibilities, competencies, and reputation continued to grow beyond those of surface PERA organizations. In 1986,
our expanded role led the CNO to sign our name change to one that accurately projected our unique value and business focus:
SUBMEPP-- Submarine Maintenance Engineering, Planning and Procurement.
SUBMEPP provides engineering, program management, and information technology support throughout the entire life-cycle maintenance process.
During the Cold War, our people worked hard to keep costs down and to keep submarines on-line. We are proud to work for you in making
